Most people arrive holding a document rather than a legal category, and the document is the better guide. A demand notice from a bank is banking recovery. A charge sheet from a department is a service matter. A repudiation letter from an insurer is a consumer matter, whatever the letter calls itself.
If the document does not obviously belong anywhere, send it. Placing it correctly takes a few minutes and costs nothing, and it is the single most common reason matters are filed in the wrong forum and lose a year.
